Cheap Car Loan

On the television the other an ad came on for a particular car dealership in town. I have often seen the dealership but not quite sure of the inventory or how they did business. The commercial advertised that they would give a Car Loan to anyone who applied and no one would be turned down. Is that legal? Especially right now when it is coming to the realization of those that lend money that they have been doing it to people who have no way to pay it back. How do these type of places afford to stay open these days?
