Scorching Summer

It has been a scorching and unpleasant summer and I cannot live with it. What are some of the best portable ac units you would suggest me to purchase? I am on a relatively tight budget here, so a unit below $500 would be fine. I want something that is energy efficient and eco friendly, but I do not mind the noise. Could you tell me why I should get high seer/inverter units? I have not been able to comprehend it. I also do not really know how to figure out the appropriate btu settings.
